On 04/22/2015 the BNC reported the issue related to creating address labels for Firefox version 37 as resolved.

The following information was provided to the Court from the BNC:

Users of Firefox version 37.0 will have trouble accessing https://bnc.uscourts.gov and https://ncrs.uscourts.gov (which will affect creating address labels). The error you will see is Secure Connection Failed.
 
This issue will also affect electronic noticing partners trying to retrieve their notices using email links. The workaround is to use another browser such as  IE or Chrome. The BNC is working to determine the best course of action and will keep the courts advised.  We will post any available information as it is received.
